Maytime SRA

The Maytime Project incorporates the Maytime Special Rating Area(SRA)
and the Crowned Eagle precinct East of the Kloof Country Club.

What is a Special Rating Area (SRA)?

Provision is made in the Municipal Rates Policy for residents to set up a Special Rating Area (SRA) which is a defined area in which property owners contribute additional rates to fund “top-up” services for the specific area in line with an approved business plan.

The amount of these additional rates is determined by the budget, approved annually by residents at an Annual Public Meeting. This additional rate is collected by eThekwini Municipality from property owners and paid to the management company on a monthly basis.

Services are then implemented as per the budget and business plan approved by residents at the Annual Public Meeting.

The Maytime SRA Initiative

This community-led initiative began in 2009 when local residential and business property owners banded together to form a “Not for Profit” Company, Maytime Community Association. This body then lobbied for and facilitated the establishment of the Maytime SRA, on 1 July 2011. The SRA is funded from an additional rate paid by property owners within the boundary of the SRA. The Maytime SRA’s primary objective is to facilitate a security initiative to enhance the quality of life for people living and working within the Maytime SRA footprint.

The Maytime SRA provides the following (paid for through the additional SRA rate which is levied by eThekwini on all Maytime SRA property owners):

  • CPO’s (Community Policing Officer) who rotate shifts in a dedicated vehicle, that patrols the area 24/7.
  • 9 Security Guards (on rotating shifts) at 3 entrance points to the Maytime SRA 24/7.
  • 3 Security Guards patrolling the business parks at night.
  • A radio network, linking the entire security team, thus achieving a coordinated response.
  • A full-time Precinct Manager overseeing the preferred security company through weekly team and monthly management meetings, measuring performance using strict protocols, and a tough Service Level Agreement.
  • A full-time Office Administrator who manages all the admin, communication with residents, the website, and social media.
  • Over 90 CCTV cameras: overview cameras that monitor the surrounding areas and are highly visible to further serve as a deterrent to potential criminals and 7 ANPR (Automated Number Plate Recognition) cameras which recognise cars that have been reported as stolen, hijacked, or involved in criminal activity. These alerts are then circulated to the SAPS, relevant security companies, and other role-players.
  • Dedicated camera monitoring staff in the Maytime SRA office that are monitoring these cameras 24/7.
  • A Groundsman who works 5 days a week, carrying out supplementary collection of litter, “cleaning and greening” and providing supplementary cutting of foliage at the entrances to the Maytime SRA.
  • Free use of the Maytime SRA app for all residents.

Properties in the Crowned Eagle precinct, while not part of the Maytime SRA, receive the benefit of the Maytime SRA monitored cameras, ANPR cameras, and guarded entrances as well as enjoying incredibly quick response times from the Blue armed response vehicle (if they are Blue clients).

Both the Maytime SRA properties and the Crowned Eagle precinct properties pay Blue Security separately for their own monitoring and armed response. The Maytime SRA pays for patrolling but is prohibited from contributing towards alarm monitoring and armed response.

Currently, members of the Maytime project can see the safety benefits of having dedicated vehicles and CPOs patrolling their specified footprint and encourage all residents of Maytime to join the project and increase security in the area.

What security benefits do the Maytime Project residents have access to by being a part of the project?

  1. Two dedicated vehicles that never leave the designated footprint ensuring faster response times. The CPO’s who drive these vehicles are performance managed by the Maytime SRA.
  2. A much lower property to vehicle ratio than the industry standard.
  3. Ambassador and Tactical team community support for special operations.
  4. All Blue vehicles, entrance guards, business guards, Maytime SRA camera monitoring staff, and Maytime SRA Security Manager are on the same radio frequency, resulting in a coordinated approach to the security offering.
  5. A dedicated Blue project management team to assist with your queries.
  6. Two Free Blue Mobile Panic Apps per subscribed household.
